RESUMEN
Este artículo analiza eventos importantes que ocurrieron en la economía cubana en 2008-2009: 1) El empeoramiento de la situación económica interna, como la desaceleración del PIB y el daño grave causado por cuatro huracanes. 2) Los logros y dificultades en las relaciones económicas internacionales: la entrada de Cuba en el Grupo de Río y la ayuda otorgada por China, Rusia y Brasil, pero la caída en los precios mundiales del níquel (principal exportación cubana) y del petróleo que debilita a Venezuela (el principal socio comercial y proveedor de ayuda económica), y la crisis económica global y sus efectos adversos. 3) El debate interno sobre el cambio, las políticas tímidas de Raúl Castro y el estancamiento de las reformas. 4) Las medidas del presidente Obama, eliminando las restricciones impuestas a viajes y remesas por su predecesor, la reacción de Cuba y las perspectivas de levantar el embargo y sus efectos potenciales. 5) Conclusiones.
SUMMARY
This article analyzes important events that affected the Cuban economy in 2008-2009: 1) The worsening of the domestic economic situation, like the deceleration of the GDP and the devastating effects of four hurricanes. 2) The accomplishments and setbacks in international economic relations: Cuba's entry in the Group of Rio and the aid provided by China, Russia and Brazil, but the sharp decline in world prices of nickel (the Island major export) and of oil that weakens Venezuela (Cuba's major trade partner and provider of economic aid), and the global crisis and its adverse effects. 3) The internal debate about change, President Raúl Castro's timid economic policies, and the stagnation of the reforms. 4) President Obama's elimination of the restrictions imposed by President Bush on travel by and remittances from Cuban-Americans, the Cuban government reaction and the chances to lift the US embargo and its potential consequences. 5) Conclusions.
