RESUMEN
Este artículo analiza los procesos de elaboración de proyectos
gubernamentales de reforma previsional en la Argentina, Uruguay y Brasil en
los años '90, considerando para cada país las condiciones de la
coyuntura económica y del sistema previsional, así como las características
de los poderes ejecutivos respectivos. El objetivo del análisis es investigar
si es posible, tomando en cuenta las restricciones impuestas por las primeras
dos condiciones, establecer una relación entre la naturaleza -incremental,
mixta o radical- de esos proyectos y la distribución del poder entre
los diversos actores estatales.
SUMMARY
The article analyses the formulation process of governmental reform
projects for the Social Security in Argentina, Uruguay and Brazil in the 1990'.The
economic situation and the social security system, as well as the characteristics
of the Executive branch of each country are described. The aim is to inquire,
in face of the constrains posed by the mentioned conditions, about the possibility
of establishing a sort of connection between the nature of these projects -either
incremental, mixed or radical- and the power sharing among the various state
actors.
